Children Education Allowance can be claimed even in case of loss of fee receipts.

Whether Children Education Allowance can be allowed if the employee lost the original School fee receipt ?
Till now, the CEA granting authorities were straightaway denying the CEA on the ground of non-production of original school receipts.
The DOPT has now clarified on this issue that in case of misplacement of School fee receipts, reimbursement may be allowed if the Government servant produces a duplicatereceipt, duly authenticated by the school authorities.
This Clarification has been issued by DOPT in its Office Memorandum No.12011/07(i)/2011-Estt.(AL) dated 21.02.2012, along with other clarifications on the basis of doubts raised by Central Government Employees and various Ministries and Departments.

Subject: Children Education Allowance – Clarification.
The undersigned is directed to refer to Department of Personnel & Training’s O.M. No.12011/03/2008—Estt.(Allowance) dated 2nd September, 2008, and subsequent clarifications issued from time to time on the subject cited above, and to state that various Ministries / Departments have been seeking clarifications on various aspects of the Children Education Allowance / Hostel Subsidy. The doubts raised by various authorities are clarified as under:

1.What constitute “Fee” as per para 1(c) of the O.M. dated 2/9/2008 and whether fee paid for extra-curricular activities to some other institute and reimbursement of, school bags, pen/pencils. etc., can be allowed? Is there any item-wise ceiling?“Fee’ shall mean fee paid to the school in which the child is studding, directly by the parents/guardian for the items mentioned in para 1(e) of the O.M.dated 2/9/2008. Reimbursement of school bags, pens/pencils, etc., may not he allowed. There is no item-wise ceiling.
2.Whether reimbursement can be allowed in case the original receipts are misplaced andduplicate receipts are produced by the Government servant?In case of misplacement of receipts given by the school/institution towards charges received from the parents/guardian, reimbursement may be allowed if the Government servant produces a duplicate receipt, duly authenticated by the school authorities. Receipts from private parties, other than the school, if misplaced shall not be , entertained, even if a duplicate receipt is produced. Original receipts from school authorities need not be attested / countersigned stamped by the school authorities.
3.Whether the Government servant is allowed to get 50% of the total amount subject to the overall annual ceiling in the first quarter and the remaining amount in third and orfourth quarter?Reimbursement of 50% of the entitled amount for the academic year could be allowed in the first and/or second quarter and the remaining amount could be reimbursed in the third and/or fourth quarter. However,the entire entitled amount can be reimbursed in the last quarter.
4.It is provided that whenever the DA increases by 50% the CEA will increase by 25%. What shall be the date of effect of such enhancement?Any enhancement in the ceiling of reimbursement per annum due to increase in DA by 50%, shall be applicable on pro-rata basis from the date of increase in DA, subject to actual expenditure during the quarter.

Centre's proposed DA hike too little too late: BJP

Delhi BJP today termed hike in dearness allowance (DA), proposed to be announced by the government, as 'too less and too late' and demanded its merger with the employees' basic pay.
"In the wake of rising prices of all essential commodities, inflation has been hurting not only government employees but also the poor and the middle class. The latest DA hike proposed to be announced by the government is too less and too late," said Delhi BJP President Vijay Goel. 
Goel said the Fifth Pay Commission had recommended that if the DA crosses more than 50 per cent then it should be clubbed with the basic pay. 


"This provided some relief to government employees. But this was discontinued in the Sixth Pay Commission. Thus, at present, DA is more than 80 per cent of the basic pay but it is not made part of the basic pay. Now, the DA is expected to increase by 10 to 11 per cent but the government is not waking up," he said in a statement
The Delhi BJP chief said the government should set up the Seventh Pay Commission.

46th Confrance at Guwahati

General House held on 05-July 2013.

A General House meeting was held on 05 July 2013 in front of main gate of the office. A huge gathering of members were present in the meeting. The local issues were raised in the General House and aware to members about the unethical behavior of local authority how it is pressurizing the staff to perform more with minimum facilities. The issue were raised:-
1.         The local authority has shown its adamant attitude against the women staff as women staff has been posted as binders. Even women day was not celebrated this year after postponed the same whereas the Welfare Accounts Officer was a woman officer.
2.         Furniture in the office is decaying for replacement with new one which should be heavy duty and branded. Some times staff are comppled to remain stand on their seat to work. 
3.          Posting of MTS staff has shown authority's mismanagement as there is more than 80 MTS in the office besides casual labour and contact base labour, it is pathetic that staff are comppled to do odd job due to not providing the MTS in the sections as permanent. 
4.         Record is still dumped in the DC section which create obstacles in the way and suffocation in such a scorching summer heat as well as  keeping the area unhygienic. 
5.         Water coolers are not replaced as most of the water coolers are dipping and placed unhygienic position. Water purifier are too old to purify the water for potable.
6.          Bathroom are regularly stinking due to lack of proper maintenance.
7.      Record of pension wing is not consigned as per SAI application requirement. Even manual working is still exists parallel to the Sai application as result staff have to do dual labour for the same work.
8.         The unnecessary objections are raised by Adm-II Sr. Accounts Officer on the claims of Staff.
            Besides above issues many issues were raised by speakers. The special appeal to donate for UTTRAKHAND disaster was also made as per the directions of All India Audit & Accounts Association. Other circular of All India Audit & Accounts Association were also discussed in the General House. It was also shared with the General House that above all issues are discussed and worthy PAG has ordered to resolve the issues in the  each and every meeting with Association members, but the issues are still pending till date. The General House concluded with vote of thanks by President Sh. Sushil Kumar Sharma.
The updates of previous six General House meetings could not posted due to some unavoidable reasons.

EXPECTED DA FROM JULY-2013.

Expected DA from July-2013 will be not less than 90% after 2 point increase in Index
As all are waiting for announcement of Dearness Allowance for Central Government Employees from January, 2013, which has been not announced till the writing of this post.  In the meanwhile Ministry of Labour & Employment has published Consumer Price Index Numbers for Industrial Workers (CPI-IW) February 2013.  According the press release the the All-India CPI-IW for February, 2013 rose by 2 points and pegged at 223 (two hundred and twenty three).  This two point increase showing confirm 10% increase in Dearness Allowance from July, 2013.  Hence Expected DA from July, 2013 will be not less than 90%.  It is also make clear from following table:-
