Kindly refer to this Association's letter AIA/B-1/51/2013 date 6th September 2013 on the subject mentioned above.

           In continuation to points made there-on, I would like to submit the following for your kind consideration and immediate redressal of grievances with regard to the results of the examinations held in August 2013.  

1.         The results may kindly be set aside (treated as null and void).
It is a fact that CAG office had issued circular stating that negative marks would be introduced from this examination.But the "INSTRUCTIONS TO THE CANDIDATES" issued at the time of examination did not have this condition. Copy of the "INSTRUCTIONS TO THE CANDIDATES" is attached.It is therefore a must that the papers be revalued without negative marking and results are declared afresh.This is without prejudice to our demand for removal of negative marking for all departmental examinations.

 2.        Number of chances be increased
           With this examination, all the six chances have been exhausted. You may kindly recall that in the earlier system of SAS examination, there were no limit on the number of chances for Part II. The scheme may please be re-introduces without any further delay.

 3.     Percentage of Marks for passing all the examinations be lowered to 35 %.  In all the university examinations, the passing percentage is 35%. Any person can enter the department once University has given him/her a degree and they negotiate an examination that SSC conducts, but will have to get 50% for passing the departmental examinations is something that is not justifiable.
          Hence passing percentage in all departmental examinations – from SAS to CPD – may please be lowered to 35%.

            I shall be thankful if an early decision is taken on these issues and the agony of the affected personnel is addressed positively.

GENERAL HOUSE MEETING WAS HELD ON 12.09.2013
In the lunch hour a marvelous and well organized General House meeting was held on 12.09.2013 headed by Com. M.S. Raja, Secty. General All India Audit & Accounts Association. Com. M.S. Raja lauded for Indian Govt. Policies against Central Govt. Employees. He also informed that Strike ballot being held on 25th Sept. 2013 to 27th Sept. 2013  in each unit to make sure that we will go on strike called for by Confederation. He also informed that the matter has already been taken up with CAG for the poor result of SAS 2013 due to negative marking. A Draft resolution was also passed by General House in respect of Poor result of SAS which will send to CAG of India. The meeting was also addressed by Com. Chamkor Singh, Com. Shamsher Singh National Executive All India Audit & Accounts Association. The meeting was ended with the vote of thanks by Sh. Sushil Kumar Sharma President Haryana Civil Accounts Association.

The results of the SAS & Incentive/RA Examinations held in August 2013 were declared on 5th September 2013.
To say the least, the results are quite disappointing and above all demoralizing.
The main villain for these disappointing and demoralising results is the introduction of negative marks. This has spoiled the chances of hundreds of candidates. For good number of SAS candidates, this was the last chance, being the sixth chance. We therefore request that:
1. the recently declared results of the SAS and Incentive/RA examination may please be declared as null and void and results may be declared afresh after revaluation of the papers without the baggage of negative marks;
2, contractorisation of examinations may be done away with and all these examinations may be held in house, making all examinations employee friendly;
3.   unlimited number of chances for SAS Examination - Part ll may be permitted as in the earlier scheme and
4.  the system of negative marks may be removed for all departmental examinations.

The results of the SAS exam held last month is out — as per the reports available till this Circular is finalised, the passing percentage is around 1 to 2%.
We had reservations on the new pattern of examination that was introduced since 2010 which we, at regular intervals, conveyed to the CAG administration through correspondences and also in the formal as well as informal meetings.
For the examination held in August 2013, one more obstacle had been created — negative marks.
From day one of the introductions of negative marks for SAS/Incentive/RA examination, we demanded its withdrawal. In the formal meeting with DAI on 231-ti August 2013 also we raised the issue. We were told that the situation would be reviewed after the results of the recently concluded examination.
The result is there for everyone to see. Good number of candidates for SAS could not pass because of the negative marks.
This result is nothing but demoralising for the whole lot of candidates in the SAS examination.
Even the result of the CPD exam — where negative marks were done away with — is not beyond 30%.
Worst, as per the existing scheme, this is the last chance for majority of the candidates. We had been demanding relaxation of this — atleast 10 chances (combined) or revert back to the old system of limited number of chances for part I (with conditionalities as existed earlier) and unlimited number of chances for Part II.
There is something seriously wrong with the conduct of SAS examination. It starts with contractorisation of the conduct of the Examinations. This has to be addressed in its totality.
SAS and other departmental examinations should be conducted in-house — not by contractors. It should be employee friendly.
We also demand that the results of the Examinations declared on 5th September 2013 be declared as null and void, valuation of papers be re-done without negative marks and results declared thereafter, afresh.
OBSERVE "REVISIT SAS EXAM RESULTS DAY" ON 12TH SEPTEMBER 2013, THURSDAY
All the units may therefore hold lunch hour protest meeting on 12th September 2013, demanding "Revisit SAS Exam Results Day". Resolution given along with this circular may please be moved in the meeting and the resolution so adopted in the meeting may be submitted to the PAG/AG/DG/Director/DD, as the case may be, for onward transmission to CAG.
Copy of the letter addressed to CAG is enclosed.
Copy of the resolution may also be endorsed to HQrs of the Association.

(Draft) Resolution
This meeting of the members of                   Association, 0/0 ...........................  held on 12th September 2013 expresses its deep anguish over the poor results of the SAS and incentive/RA examinations results of which was declared on 5th Sept 2013.
This meeting places on record that the results of the examination has been poor since the new scheme SAS examination — contractorised, online exam — was introduced in 2010. From the first examination itself, umpteen number of complaints on the syllabus, conduct of the examination etc were brought to the notice of authorities which were never addressed to the satisfaction the complainants.
The miseries of the candidates were made more severe with the introduction of negative marks for the examinations conducted in 2013.
This meeting therefore urges upon the Comptroller & Auditor General of India to:
1.         declare the recently declared results of the SAS and Incentive/RA examination as null and void; conduct a revaluation of the papers without negative marks and declare the results afresh;
2.        do away with contractorised examinations; hold in house examination and make all                                                       examinations employee friendly;
3.        increase the number of chances to unlimited for SAS Part ll Examination and
remove the system of negative marks for all departmental examinations.
4.       Resolves to send a copy of this resolution to the Comptroller & Auditor General of India through proper channel.
Further resolves to send a copy of this resolution to the Secretary General, All India Audit & Accounts Association.
